There exists a potential threat to the safety of tourist and citizens as well as the overall ambiance of the city as a clean, green and attractive destination. A local clergy man during his New Years sermon alluded to the problem of vagrancy as a matter for urgent attention by the relevant authorities. Mayor of Roseau His Worship Cecil Joseph when contacted on the issue explained that the problem should first be dealt with as a national issue and not solely as a tourism industry one.He proposes that the relatives of these “vagrants” should make a better effort to assist them and not abandon their responsibilities. “The vagrant issue is not only for visitors but for us as a people. I believe what can be done is that all man and women put their hands on deck we should not leave it for the government. First I call on the family to see how best they can deal with their loved ones and that is on the road to see how they can assist in the process of solving the problem.”While the Mayor believes that the relatives of the vagrants can do more to assist them, he says they are addicted on drugs and therefore the government should “establish some sort of holding to deal with vagrants; they are sick people”.The Mayor believes that this is a chronic issue which needs urgent attention and calls on the government to make allocation in its budget to assist them,“Central government in their budget must include drug users as they are very sick and we need to deal with them as we do with those with hypertension and aids. It is a chronic disease that we need to deal with, stop dealing with them as people who are insane.”He also urges the police officers to enforce the laws; “Law enforcers need to come on board and play their part because they are creating a nuisance for both nationals and tourist. The police should now look at their laws and see within their laws what they can do in curbing some of the nuisance”.The Mayor further noted that the City Council also has a role to play in working with central government and their relatives to allocate suitable housing and medical treatment which they require.
